***Clarification on SMP Contract: It is Supplementary Manpower service contract job in which prospective applicants are interviewed and salary determined by NEOM interview panel; and being employed under the payroll of SMP Contract (SMP Vendor). Successfully mobilized candidates would be under the visa sponsorship of SMP Vendor Company/Contract.

ROLE OVERVIEW

To be responsible for assisting in the delivery of the NEOM Waste Management Strategy objectives by managing the execution of specific projects, work plans, feasibility and technical studies etc in line with agreed cost, time and quality parameters.

KEY ACCOUNTABILITIES & ACTIVITIES

Autonomous role across projects under the job holder’s control

Visibility with internal and external stakeholders as well as shared service functions.

Full compliance responsibility for all projects under the Job Holder’s control (Safety, Health, Environmental, Regulatory) working with the department’s compliance team.

Full cost tracking responsibility for all projects under Job Holder’s control

Part of the RWM technical development team assisting in providing leadership and strategy to existing and new projects for internal and external stakeholders.

Mentoring / development of more junior engineers Key Accountabilities & Activities

Responsible for managing or assisting in the management of key projects for the RWM department in accordance with departmental and NEOM wide procedures and project management systems.

Providing technical and project management support to the operation of the department’s facilities.

Liaison with internal and external clients to define project parameters and deliverables, managing change and variation as necessary.

Responsible for the accurate and timely formulation and submission of scope of work, project plans, internal approval documentation and financial applications for designated projects. Tracking approvals progress to final sign off.

Manage or collaborate with shared service teams on the Engineering, Procurement and Contract stages of each project under the job holder’s control.

Ensure that the requisite licenses, permits, consents and other legal agreements are obtained and maintained to meet ongoing development and changing needs of designated projects/sites.

Manage or oversee the delivery of the site element of projects under the job holder’s control with internal shared services or the project team as required.

Accurately report on progress and development of the projects reporting of variances and non- conformities as required to the client, technical or regulatory departments or outside bodies as appropriate and provide solutions to secure delivery of approved project objective.

To effectively monitor, manage, control and report on project spend for designated projects/sites on a continuous basis. Ensuring project spend is within agreed financial model & authorisation limits.

Ensure that projects are undertaken in accordance with relevant HSE Legislation and NEOM Standards

Provide professional technical advice to teams and the wider NEOM as necessary.

Providing mentoring, guidance and development for more junior engineers to help develop key talent for the future.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

Minimum of ten years’ experience in a project engineer or project management role within a relevant engineering / waste management discipline

Track record of delivery of projects to cost, quality and time parameters in waste management or related engineering field.

Experience in dealing with internal and external stakeholders at all levels including, clients, contractors, department heads and external regulatory bodies.

Project engineering or management of Waste Management Facilities and associated technologies including landfill development, materials recycling facilities, anaerobic digestion, etc.

Extensive knowledge of the design / project engineering of waste management assets / facilities (landfill, waste transfer, material sorting, treatment etc)

Extensive Knowledge of the project procurement process and associated administration (, i.e. FIDIC, ICE, NEC & IChemE forms of Contract).

Good Knowledge of the urban planning and environmental permitting regime.

Good Knowledge HSE legislation and requirements (inc CDM Regulations).

Extensive knowledge of waste management process engineering Desirable

Knowledge of project delivery and systems in the GCC Skills

Financially astute with good project finance, management and analytical skills

Practical, innovative and entrepreneurial

Energetic, self-motivated with the ability to work to deadlines and constantly juggle priorities.

Well organised and logical thinker with good site level project management skills.

Excellent interpersonal, negotiation and influencing skills.

Ability to work both autonomously and collaboratively as part of a team.

Good mentoring / coaching / teaching skills

Good ICT skills including MSOffice, Microsoft Project or Primavera P6, AutoCAD packages

Experience of working on projects in the GCC or similar

Qualifications

Bachelor’s degree in Engineering or Relevant Science Based Subject (e.g. civil, mechanical, chemical, electrical, etc.)

Recognized Safety Management Training

Full Driving License

Preferred

NEBOSH General Certificate or equivalent

Relevant Master’s degree

Professional membership of relevant Institute i.e. Saudi Council of Engineers, Professional Engineer (PE) and Project Management Professional (PMP)
